In 1855, the then Deputy Commissioner FH Screen requested Naresh Maharaj, the zamindar of Chakla Roshanabad in Tripura district, to provide land for the construction of a library to Birchandra Manikya Bahadur. The Maharaja built a building on 10 bighas of land at Kandirpara, the heart of Cumilla city, with his own funds. The building, established on 6 May 1855, is the public library and city auditorium of Cumilla, also known as Cumilla Town Hall.
The library contains works by poets, literary, political and religious thinkers from different parts of the world, starting from Encyclopedia Britannica and Rajmala. There are 24,000 books in Bengali and 6,000 in English. 83 cupboards equipped with 30,000 books. Members can take three books together for one week. Apart from that, the preserved books can be read in the library. Anyone can study on the second floor of the town hall building. On the ground floor of the town hall, 44 national, regional and local dailies and periodicals have been kept open to the public. Anyone can see a copy of the old magazine.
Mahatma Gandhi, world poet Rabindranath Tagore, rebel poet Kazi Nazrul Islam, Deshbandhu Chittaranjan Das, Maulana Bhasani, Bangabandhu Sheikh Mujibur Rahman, the present Prime Minister Sheikh Hasina and many others have stepped foot in this town hall.
